Philip White to lead Building Safety Regulator on permanent basis
04 December 2023
PHILIP WHITE, director of building safety at the Health and Safety Executive, will continue in his current role leading the Building Safety Regulator on a permanent basis. White has been leading the work to fully establish the Building Safety Regulator since taking over from Peter Baker in April this year.

Ahead of the Building Safety Regulator becoming fully operational next year, this permanent appointment by the Health and Safety Executive will ensure continuity for the programme as well as strong and experienced leadership at what is a vital stage of developing the new regulatory regime.
As the Health and Safety Executive director of building safety, White will continue to perform the duties of the Chief Inspector of Buildings, all the while working closely with the Building Safety Regulator’s statutory industry and resident committees to ensure the voices of both industry and residents are heard at the very heart of the new regime.
Further, White will keep the programme on course to deliver against agreed timelines and milestones, including championing the need for culture change in the construction industry and highlighting the need for collective responsibility aimed squarely at enhancing building safety.
White’s extensive regulatory experience and proven leadership will be vital to the success of the Building Safety Regulator in the coming years, ensuring the strength of the Health and Safety Executive continues to be brought to bear in creating an effective regulator that’s fit for purpose for the future.
