MHCLG issues updates to Approved Document B Volumes 1 and 2

THE MINISTRY of Housing, Communities and Local Government (MHCLG) has now released an updated version of Approved Document B (Fire Safety) for both Volume 1 (Dwellings) and Volume 2 (Buildings other than dwellings) of the Building Regulations. These consolidated versions incorporate the 2019 edition with the 2020 and 2022 amendments, as well as the upcoming amendments for 2025, 2026 and 2029.

Focused squarely on Building Regulations for fire safety in residential homes, including new and existing dwellings, flats, residential accommodation, schools, colleges and offices.
Policy updates
As stated by the Government last September, the updates to Approved Document B make provision for sprinklers in all new care homes and withdraw national classes (BS 476 fire tests). These policy updates flow from the ‘Sprinklers in Care Homes: Removal of National Classes and Second Staircases in Residential Buildings’ consultation that ran from December 2022 through until March 2023.
The updated Volumes 1 and 2 make use of a colour coding system that offers a clear visual indication of which amendments are effective from which date.
Shown in blue, the 2025 amendments are effective as of 2 March 2025). There’s a focus on Regulation 38 and fire safety information, the removal of national classes for reaction to fire and roofs and, as outlined, all-new provisions for fire sprinkler systems in care homes.
Multiple common stairways
Highlighted in purple, the 2026 amendments take effect from 30 September next year. There’s a recommendation for multiple common stairways in blocks of flats of 18 metres or taller above ground level and also building design provisions orchestrated to support evacuation lifts in blocks of flats.
Finally, the 2029 amendments (effective as of 2 September 2029) are highlighted in orange and concentrate on the removal of national classes for fire resistance.
